See if there is a field where a URL can simply be inputted for direct links, not uploaded.
If that is not available then that is a security restriction on the particular phpBB board that I cannot do anything about. This is not an upload but a direct URL, and due to the dynamic nature of it, some systems may perceive it as a security risk. If you cannot get the administrator to lighten the restriction I'm afraid image randomizers may not be used as avatars on that forum.
